Operational Context:

The Durable Solutions Assistant reports to the Durable Solutions Associate or the Durable Solutions Officer. 

The Durable Solutions Assistant is relied upon to contribute to the implementation of a durable solutions strategy. She/He works closely with protection, programme and field staff in Libya and Tunisia. The Durable Solutions Assistant provides important clerical and administrative support to activities of the Durable Solutions unit and may as required take part in screening activities for resettlement or other solutions. The incumbent maintains frequent contacts with his/her supervisor, relevant colleagues within the same Office or Offices under purview to exchange information and discuss issues on cases for resettlement or other solutions. Contacts and communication at a working level may be required with Embassy / Immigration Officials of resettlement countries, ICRC, IOM and other operating partners regarding departure arrangements.

Functional Statement:

 

Accountability (key results that will be achieved)

-  UNHCR’s durable solutions and resettlement policies and standards are correctly and coherently applied.

-  Persons of concern are made aware of UNHCR’s durable solutions’ procedures and have fair and transparent access to and participation in the process for resettlement and other solutions.

-Suspected fraud in the resettlement process is promptly reported.

Responsibility (process and functions undertaken to achieve results)

-  Prepare written documentation for resettlement submission; ensure that records / files of individual cases are updated in a systematic and timely manner.

-  Provide clerical assistance to the team (ex: phone calls to refugees, assistance with ICRC documents, etc) 

-  Organize documents and folders in the e-safe drive and on TEAMs

-  Maintain accurate durable solutions statistics as well as up-to-date records on individual cases; assist in the preparation of reports.

-  Carry out preliminary screenings (via phone) and initial assessments, to process refugees for resettlement following established procedures.

-  Provide counselling to persons of concern where up-to-date and accurate information on UNHCR’s resettlement policies and procedures are shared.

-  Comply with UNHCR’s standard operating procedures on resettlement, ensuring timely action on cases. 

-  Assist in maintaining and updating proGres or Consolidated Online Resettlement Tracking System (CORTS) database and provide technical support.

-  Coordinate travel and departure arrangements for refugees accepted for resettlement.

-  Provide administrative support for durable solutions-related training activities, including organization of workshops and meetings as required.

-  Draft / type routine internal meeting minutes and reports, translate/interpret documents from Arabic to English and vice versa.

-  Assist in mitigating resettlement fraud by reporting suspected fraud.

Essential Minimum Qualifications and Experience:

-  Education: Completion of secondary education with certificate/training in International Law, International Relations or related fields required.

-  Job Experience:  2 years of job experience relevant to the functions.

-  Fluency in English and working knowledge of another relevant UN language or local language.

DESIRABLE QUALIFICATIONS & COMPETENCIES. 

-  Good knowledge of durable solutions and UNHCR resettlement policies and operational applications.

-  Completion of UNHCR specific learning/training activities (e.g., PLP and RSD/Resettlement Learning Programme, resettlement anti-fraud workshop).

Eligibility:

An applicant who has internal status is a staff member holding an indefinite or fixed-term appointment in any duty station in the country. Former UNHCR General Service staff members, having held an indefinite or fixed-term appointment for an uninterrupted period of at least one year may apply for internally advertised vacancies at their previous grade or equivalent or one grade above, if the seniority requirements are met, for a period of two years following separation (if such criteria are not met, former staff members can still apply as external candidates).

External candidates: External candidates must meet the essential minimum requirements of the position and candidates not citizens of the country must comply with all eligibility requirements for employment in line with the prevailing legislative prerequisites in the country.
