I.   PROJECT BACKGROUND

The purpose of the USAID/Fiscal Reform for a Strong Tunisia project is to provide technical assistance and capacity building to key Government of Tunisia (GoT) institutions, particularly the Ministry of Finance (MOF), to strengthen the fiscal foundations for sustainable and inclusive growth. FIRST will help the MOF develop the capacity to formulate sound, predictable, and fair revenue policies. It will also support the MOF in modernizing tax administration and enhancing its ability to effectively, efficiently, and transparently carry out its revenue collection mandate. Lastly, it will strategically assist the GoT to use targeted analysis to advance key policy reforms that enhance efficiencies in government administration, improve the targeting of social spending, and increase fiscal space for priority investment and service delivery.

The Strategic Communications Component of the FIRST project will support MOF to strengthen communication with policymakers, civil society organizations, and the general public on MOF strategies and measures to tax reforms. In addition, the work of the strategic communications will include collaboration with MOF to improve engagement, expand dialogue, and broaden the reach and effectiveness of public outreach and consultation. Strategic communications and outreach to diverse segments of the Tunisian population, and the effectiveness of GoT policies and programs.

The FIRST Strategic Communications component is cross-cutting, supporting all technical components within FIRST to ensure consistent messaging.

II.   POSITION DESCRIPTION

The Strategic Communications Team is responsible for leading communications activities. S/he will ensure coordination and coherence with the implementation of technical activities in areas such as tax administration and tax policy, and will ensure adherence to US government regulations and Chemonics' corporate and field office policies.

Responsibilities:

Delivery of technical assistance to the Ministry of Finance: 

  • The Strategic Communications Advisor will work with the MOF to propose a work plan to support the Ministry's communications strategy. 
  • S/he will offer opportunities for MOF to engage and consult the private sector and civil society organizations on tax and broader tax reforms. 
  • S/he will offer cost-effective content and tools across a range of media platforms to enhance and extend the reach of public communications.

Delivery of communications and monitoring and evaluation reports to USAID: 

  • The Strategic Communications Advisor will supervise the delivery of communications products to USAID and USG partners. This involves weekly, monthly, quarterly, and annual reports, presentations, and other products as requested by USAID.  

Provides project-level communications support: 

  • S / he will coordinate communications activities with FIRST technical advisors in the component areas of tax policy, tax administration, and fiscal reform.

III.   QUALIFICATIONS

  • Bachelor's degree required. Advanced degree in business administration, economics, communications, or related field. 
  • At least 12 years of experience in project management; experience working in technical areas highly preferred. 
  • Managed projects for USAID highly preferred  
  • More than 10 years' experience facilitating communication and messaging with government, public sector and private sector stakeholders and with USAID 
  • Experience in building and maintaining a diverse team of employees spread across an expansive region; 
  • Effective interpersonal skills Demonstrated pro-activeness, creative problem-solving and ethical management; 
  • Experience working with international donors and knowledge of Federal Government policies and procedures 
  • Fluency in English and French required, fluency in Arabic highly preferred.
