HR Operations Specialist

LocationZ.I. El Fejja – 5012 Sahline, Monastir – Tunisia

Department: HR
Reports to: HR Director

Purpose of the Role

The HR Operations Specialist is responsible for the administrative, technical, and operational management of HR processes, ensuring compliance with the Tunisian Labor Code, data accuracy, and employee satisfaction through smooth and accurate execution of daily activities.

Key Responsibilities

  1. Administrative management of employee onboarding, offboarding, and transfers.
  2. Supervision of payroll and social declarations (CNSS, tax, retirement).
  3. Management of absenteeism, leave, and working time processes.
  4. Ensuring legal compliance (registers, contracts, mandatory documents).
  5. Continuous improvement of HR processes and deployment of digital tools.
  6. Supporting managers and employees on operational HR matters.
  7. Preparing data for representative bodies and management reporting.
  8. Supporting recruitment, training, and development teams during peak periods.
  9. Management of an operational HR budget including:Training budget, social benefits budget (health insurance, meal vouchers, etc.), Costs related to HR tools and systems (HRIS, software).
  10. Responsible for optimizing administrative costs and ensuring social compliance.
  11. Ensure timely reporting and accuracy of rates and figures in all HR documents and communications.
  12. Management of legal files, including union relations, CCE (Comité Consultatif d'Entreprise) and CSST (health and safety committee) matters.

Required Skills & Competencies:

  • Education: Bachelor's/Master's degree in Human Resources, Labor Law, or Management.
  • Experience: At least 7 years in a similar role, preferably in an industrial or multinational environment in Tunisia.
  • Technical skills: Proficiency in Tunisian labor law, expertise in payroll and social declarations (CNSS, retirement), experience with HRIS and digital tools.
  • Languages: Fluent in Arabic and French; professional English appreciated.
  • Personal qualities: Rigor, attention to detail, discretion, organizational skills, and ability to work under pressure
