Job Summary

The Regional Program and Grants Officer will provide programmatic, administrative and logistical support to the Regional Program Manager to implement the day-to-day activities in the communities served by the Tunis office, working closely with the local partner organizations to design, implement, and monitor activities, including grant activities.

Programmatic responsibilities will include providing technical and administrative support and facilitating communication to ensure timely completion of project objectives and deliverables while adhering to budget, scope, and schedule requirements. S/he will work closely with selected local partner to implement activities, including trainings and workshops, in the target communities. S/he will also work closely with other team members to track all grants, ensure grant applications and paperwork comply with the relevant rules and regulations, suggest corrective measures, and provide technical assistance as needed. S/he will serve as a direct link between the project, other staff and assigned grantees, and will also provide communications and training support to the grantees as needed.


Position Responsibilities

  • Providing support to program management and assisting with troubleshooting, updates work plans, and ensuring effective implementation of program activities;
  • Supporting coordination of logistics and facilitation of project workshops and events in communities in Tunis, Zaghouan, and Ben Arous;
  • Communicating regularly and collaborating closely with the selected local partners on the implementation of project activities;
  • Engaging and maintaining positive and strong relationships with community stakeholders;
  • Monitoring the implementation of grantee activities, including conducting site visits;
  • Maintaining accurate and complete files of grants documentation;
  • Tracking performance against project timelines, budget, objectives, and deliverables;
  •  Reviewing and screening grant applications for eligibility criteria and supports the grants selection process;
  • Supporting selected grantees in developing their full proposals and ensures that they submit complete supporting grant documentation; ensures submission of complete grant packages for review by FHI 360 project and contracts staff in Washington, DC;
  • Monitoring the implementation of grantee activities, including conducting site visits;
  • Maintaining accurate and complete files of grants documentation;
  • Coordinating the provision of technical assistance by relevant technical experts to grantees;
  • Ensuring accurate grant close-out processes;
  • Tracking performance against project timelines, budget, objectives, and deliverables;
  • Assisting as needed with translating program documents (into/from English, French, and/or Arabic);
  • Communicating and coordinating as needed with other members of the project team; and
  • Providing inputs to, and ensuring, delivery of high-quality deliverables to clients.


Requirements

  • Bachelor’s degree or its international equivalent in Business Administration, Finance, Accounting, International Administration, International Development, International Business, Management, Public Administration or a related field
  • A minimum of three years’ relevant professional experience on international development programs and/or work in the civil society sector of Tunisia and/or other countries
  • Experience managing relevant programs in the target communities, such as youth development and/or community engagement/mobilization programs in Ben Arous, Tunis and Zaghouan
  • Experience with design and management of civil society grants programs preferred
  • Familiarity with international development donors’, particularly USAID, programs, rules and regulations highly desired
  • Ability to work effectively with local partners and stakeholders
  • Ability to work effectively in a highly collaborative team
  • Strong analytical, communication, organizational, writing, and interpersonal skills
  • Fluency in French and/or Arabic; Excellent oral and written communication skills in English strongly preferred
