Job purpose

Under the supervision of the Senior Finance Officer, the incumbent is responsible for providing support to IFRC North Africa Office and IFRC Libya Country Office in various finance issues to ensure the smooth day-to-day operation. The Finance Assistant provides support to the Senior Finance Officer in the delivery of finance services in support of both Offices’ operational programs.

Job duties and responsibilities

Under the supervision of the Senior Finance-Admin Officer, the incumbent shall be responsible for day-to-day operations related to petty cash, travel, daily accounting entries, review of supporting documentation, including working advances, performing reconciliations and gradually supporting on the booking of expenditures.

The tasks are detailed below.

§  Responsible for the administration and preparation of all payments in all currencies for the Office. This includes, among others: supplier’s invoices, local and international contracts, local staff salaries’ calculation and payment, social security, all relevant taxes, staff benefits and deductions.

§  Check and verify that payments are properly documented and ensure compliance with IFRC procedures.

§  Check and validate payment authorizations, reconcile daily bank transactions, obtain the monthly bank statements and prepare the monthly bank reconciliation.

§  Ensure the petty cash daily management in all currencies, perform cash counts and reconciliation with respect to IFRC procedures.

§  Follow up monthly the reimbursement of private expenses from the Office staff.

§  Monitor and closely follow up the working advances to the national societies and to the international and local staff. Ensure that advances are reconciled and cleared on a regular basis.

§  Ensure that monthly field returns’ files are properly documented before submitting for checking. Maintain a proper filing system for all financial documentation.

§  Perform other finance related duties and responsibilities as may be assigned by the Country Cluster, Libya Country Office and Zone Finance Unit.

§  Support on administrative services within the Tunis office such as :

-  Organize travel arrangements for staff and visitors

-  Co-ordinate and organize appointments and meetings

-  Assist with internal and external events planning and implementation

-  Monitor and maintain office supplies

§  Perform other related duties as required
